A 2026 guide puts built property at roughly USD 1,500 to 3,000 per square metre in the city centre and USD 1,000 to 2,000 in the suburbs (360nations). How buying works with us

  1. Set your budget, including the deposit, notary costs, any renovation and moving costs.
  2. Tell us your needs in the form: areas, bedrooms, plot size, parking, finish and how you will pay.
  3. We search among owners, developers and partner agents and send a shortlist.
  4. You view the shortlisted houses and compare them side by side.
  5. We check the title before any money changes hands.
  6. Sign and transfer the property through Irembo with a notary.

Title checks: the UPI comes first

Every parcel in Rwanda has a UPI (unique parcel identifier) on its land title. Before you pay anything:

  • Ask the seller for the UPI and a copy of the title, and compare the owner's name with their national ID.
  • Check the parcel record with the National Land Authority or through Irembo for mortgages, caveats or disputes.
  • Confirm the land use in the City of Kigali Master Plan matches what is built or what you want to build.
  • If the owner is married, make sure the spouse consents. Under the default community of property regime both spouses must agree to a sale, and courts have cancelled sales signed by one spouse alone (UN Women).
  • Visit with a certified surveyor if the boundaries on the ground do not match the title plan.

Transfer through Irembo and the notary

The seller applies for title transfer (voluntary sale) on IremboGov. According to Irembo's help pages:

  • Documents: the seller's national ID, the buyer's ID or passport, the original land document, a phone number and an email address.
  • The sale contract is notarised by the government land notary (fee based on the number of pages) or a private notary, who charges about RWF 6,000 to 6,500.
  • The new e-title is usually ready within 7 working days and is downloaded from IremboGov.
  • A billing number expires after 30 days, so pay promptly.

Foreign buyers and leasehold

Foreigners can buy homes in Rwanda, but the land underneath is held on an emphyteutic lease rather than freehold. Under the land law, Law No. 27/2021, leases on residential and commercial land can run for up to 99 years, and freehold for foreigners is only possible by presidential order in exceptional cases of strategic national interest (The New Times). Check the remaining lease term on the title and take independent legal advice before you sign.

Financing your purchase

Commercial banks in Rwanda offer mortgages, historically at about 16 to 18 percent. A BRD-backed affordable housing scheme has offered loans from about 11 percent to first-time buyers earning under RWF 700,000 per month, for homes of RWF 10 million to 35 million (MININFRA). Rates change, so ask your bank for current terms before you make an offer.
